  • Yesterday, July 29th, President Trump tweeted: “I would be willing to ‘shut down’ government if the Democrats do not give us the votes for Border Security, which includes the Wall! Must get rid of Lottery, Catch & Release etc. and finally go to system of Immigration based on MERIT! We need great people coming into our Country!"
  • The tweet contradicts reports that President Trump agreed with top Republican lawmakers in a meeting last week over a strategy to avoid a shutdown.
  • According to reports, the strategy outlined included focusing efforts in Congress on reconciling various appropriation and spending bills before the budget deadline at the beginning of October.
  • Not included in the bills selected to be reconciled was the Department of Homeland Security funding bill that was approved by Budget appropriators in the House of Representatives last Thursday. 
  • Republican leaders in Congress indicated that efforts to reconcile this bill, which provides funding for the border wall, would be postponed.
  • A government shutdown, which would take effect at midnight on September 30th if spending bills are not reconciled, could be politically dangerous for Republicans with midterm elections quickly approaching.
